feat: Impeccable Design Intelligence Integration (v1.3.0)

Summary

Activates Design Intelligence as a bounded retrieval sub-engine inside Impeccable new-work and bumps the candidate version to 1.3.0.

PR A (#4) is already merged. This PR does not add a second primary router, redistribute the raw ZIP bank, or activate ZIP specialists.

Behavior

• narrow/local refinement: no Design Intelligence retrieval
• established visual world, whole surface: structure-only shortlist
• greenfield or explicit redesign: system + structure challengers
• URL/screenshot reference: found-this-design remains the first handoff
• motion/data/3D-only work: no Design Intelligence lane
• search limit: systems ≤ 5, structures ≤ 3, packages opened during search = 0
• after explicit user lock: ≤1 primary system + ≤1 secondary influence
• selected system inspection: exactly manifest.json, DESIGN.md, and tokens.css
• structure packages are never opened
• selection artifact stores provenance/hash only and remains distinct from DESIGN.md

Safety and failure behavior

• catalog and raw archive/content hashes are verified before selection
• persisted pins fail closed on schema, generation, id, or content-hash drift
• unknown-license content stays local evidence; upstream prose/code/CSS/tokens are not persisted
• missing bank is DEGRADED; corrupt catalog/selection is BLOCKED
• failure falls back once to native Impeccable with no retry or substitute specialist
• installer packages the stdlib-only runtime, policy, schemas, and CLI atomically inside Impeccable; restore rolls them back together
