@cblecker write access does not allow creating new branches. Nor does Prow have any support for doing so. |

Yes, that PR was opened after this one. It'll be a no-op if you merge this.

Darshan and Harini are our new editors, and they need admin on LWKD repo to create weekly branches.
This also adds Harini to org members per #6428
