addons: render addons as tasks

Defer addon manifest rendering and bootstrap-channel assembly into
AddonManifest and BootstrapChannel fi-tasks so addon templates can
reference the finalized task graph.

I've compiled this branch locally, deployed to hetzner and manual verification of autoscaler fully functional. Thanks for this @hakman!
