docs/safety.mdhas## Safety Evaluationtwice. The first section is actually about downstream deployment obligations + reporting channels, not evaluation — rename it to## Downstream Deployment and Reporting; the second (real evaluation) stays.Why: visible copy-paste error in a public safety document — the doc third parties read to understand their license-mandated content-filtering duties. Pure formatting fix, no content change.
