Adds delivery-gates to Automated PR Agents.
Honest scope note up front, since this list is about AI review: the AI component is an LLM PR reviewer that runs automatically on every pull request — but the design position, and the reason I think it earns a place here, is that it deliberately cannot block. Its review policy is engineered against noise ("if nothing meets the bar, say nothing"; behavioural findings only; severity + confidence on each), and merge authority stays with deterministic gates whose failure reasons can be stated exactly. It is a working reference architecture for the "how much authority should AI review have" question rather than another reviewer vendor.
