Ports the xpos/ksa public-repo scaffolding onto erpcore ahead of making the repository public: - fix placeholder MIT copyright, rename license.txt -> LICENSE - declare erpnext in required_apps and install it in CI - add project URLs, license, keywords and frappe-dependencies to pyproject - add semantic-release, commitlint, prettier and vendored Frappe semgrep rules - add release.yml and semantic-commits.yml workflows; bump pinned actions - add CONTRIBUTING, CODE_OF_CONDUCT, SECURITY, issue/PR templates, dependabot - add a smoke test so the CI 'find tests' step has something to find - rewrite README with badges, requirements and CI documentation
