What this PR does / why we need it:
Reviewer TaskSpawners publish their own sticky review comments, but they also enabled GitHub status comment reporting. That produced a separate
Kelos Task Statuscomment for every review invocation, as seen on PR #1533.Remove
reporting.enabledfrom all regular and API reviewer spawners while retainingreporting.checks. Reviews continue to update their sticky comment, and GitHub Check Runs remain enabled, without adding per-run status comments to the PR conversation.Which issue(s) this PR is related to:
