Sync KAI 7.7.0 release artifacts

Summary

• sync public KAI artifacts from pai-config 7.7.0 after the post-7.7 audit remediations
• update KAI manifest/version from 7.4.2 to 7.7.0 (71 skills, 61 hooks, 20 agents)
• add the fixture-only orchestration bus foundation, SpecKit skill, native-event hooks, sync/fidelity tooling, and corresponding public test surfaces

Validation

• pai-config PR #72 merged first to fix staged verifier recursion
• KAI sync ran through staged artifact flow before live mutation
• verify-release.sh against staged KAI artifact: 20 passed, 0 failed, 0 warnings
• staged verifier test suite: 2210 pass, 2 skip, 0 fail across 161 files
• scrubbed artifact PII scan: pass
• post-sync PII guard: pass
• KAI artifact fidelity: pass
• staged file-list private path check: no Plans/, docs/planning/, private MEMORY, USER, PII rules, verify-release, or sync-to-kai paths
