[codex] Sync review feedback to local API

Summary

• Add a small frontend review transport that posts manual correction records to /api/review when VITE_CHAINGRAPH_API_BASE is configured.
• Keep browser localStorage as the fallback and local review queue display source when the API is unavailable.
• Document the API-backed manual correction flow and cover it in smoke tests with a real local API server.
