1. Changed GPU mutex to CPU: _py-xgboost-mutex=2.0=cpu_0
2. Removed all CUDA packages: cuda-crt-tools, cuda-cudart, cuda-cupti, cuda-nvcc-tools, cuda-nvrtc, cuda-nvtx, cuda-nvvm-tools, cuda-version, cudnn
3. Removed CUDA libraries: libcublas, libcufft, libcurand, libcusolver, libcusparse, libnvjitlink, nccl
4. Updated to CPU versions:
- libxgboost, py-xgboost, xgboost (removed CUDA build constraints)
- tensorflow, tensorflow-base, tensorflow-estimator (removed CUDA build constraints)
1. aria2: Removed build hash to let conda find compatible version 2. icu: Removed build hash for flexibility 3. libxml2: Changed from 2.14.0 to 2.13.8 to be compatible with aria2's requirement (>=2.12.7,<2.14.0a0)

This will have to be reviewed together before merging. Will look into why it took out cuda.
