gate-preview's first fleet run flagged tools red under cordon's catalog bats check: the catalog runs the suite without the hermetic ci_shell_env that tools check --ci provides, so it was a second, un-hermetic bats path, not a real failure. One gate owns bats here; the duplicate is disabled by id. Fleet is now 9/9 green under gate-preview.
