New leaf tool: runs a named cordon checkout's engine (--cordon
, default $CORDON_HOME) over every gated repo (cordon.checks.json or scripts/check.sh, discovered via repos --json) and tabulates the verdicts — repo, ok, failed ids, --json for machines. Read-only, never --fix. First live run found a real signal: tools itself is red under the catalog bats check (its true gate is tools check --ci).
