fix(hq): include 07 Backlog so cross-cutting tasks reach HQ#52

hq sync builds the manifest over HQ_VAULT_DIRS, which omitted 07 Backlog — so cross-cutting tasks (the ones the MCP task board shows but no single project owns) were indexed by the MCP yet invisible to HQ. Add 07 Backlog to the default: the live manifest goes from 237 to 250 docs (the 13 cross-cutting backlog tasks now flow through). Full suite green.
