Telegram Bot to increment/decrement things (mentioned things).
When this bot is present in a group chat, or directly messaged, any mentions (@SOMETHING) that have a '--' or '++' will result in the bot incrementing a global count for that mentioned object. After this, the bot will send a message showing the new count for that object.
