[codex-proposal] Dashboard redesign polish

Summary

• modernize the dash redesign viewer with shared dashboard primitives for empty states, notices, secrets, inputs, and dialogs
• tighten dense dashboard layouts across auth, admin, sandbox, webhooks, OAuth apps, user settings, billing, org, and onboarding states
• update code/editor styling and fix login/code input sizing so controls match the new design language

• pnpm exec tsc --noEmit --pretty false (fails only on existing .next/types/validator.ts page-config errors for dash-redesign/_views helper modules)
