feat: add TweetClaw social intel skill

Summary

• Add an optional tweetclaw-social-intel OpenClaw skill for X/Twitter buying-signal research, prospect enrichment, competitor intelligence, monitors, and approved reply handoff.
• Wire TweetClaw into lead discovery, workspace tools, heartbeat checks, and SDR operating rules without making it required.
• Keep write actions approval-gated and keep secrets in OpenClaw config or environment variables.

Notes

• TweetClaw remains optional. Agents skip this workflow when the plugin is not installed or configured.
• I did not add a third-party readiness badge to the repo badge row because the existing badges describe this repository, while TweetClaw is an optional integration.
