Add deterministic Slop Cop report cards

Summary

• always return a scored report-card ticket in every Slop Cop mode
• replace subjective 50-point grading with deterministic 0–100 penalties and A+–F bands
• add fixed banks of 30 good and 30 bad citations with deterministic selection
• map score bands to fixed recommended next steps
• add tests and CI coverage for scoring, grade boundaries, and slogan banks
