Summary
Installs the horde-components CI pipeline. Adds
.github/bin/ci-bootstrap.sh, replaces.github/workflows/ci.ymlwith the modern template (v1.5.1), adds aci-platform:block to.horde.ymlfor per-PHP-minor platform deps, and removes obsoleterelease.ymlandupdate-satis.yml(replaced byhorde-components release h6).
