fix(event): remove shared NAT rate limits

Summary

• remove the fix(event): 避免共享 NAT 限流误伤并验证现场扫描容量 #124 shared-public-IP secondary limits for scan and roast requests/generation
• retain signed-browser-session limits and IP limits for unverified and machine callers
• retain MCP, campaign leaderboard, queue, cache, and persistence protections

Validation
