What this PR does
While preparing the release 3.2, I notice that two changelog entries where not at the right place and one had a typo.
PR #15349 introduced "experimental streaming label/value search HTTP endpoints" after 3.1 and we also don't find it in the CHANGELOG.md of 3.1. Same thing for "Use series selected for one side to reduce" that was introduced in PR #15178.
