Brief description of Pull Request
This is part 1 of 3 for adding clustering mode to
database_observability.postgrescomponent. It follows the same format as the completed MySQL work #6775In this initial PR - the Component type in the Postgres component is refactored to extract database target state. This enables us to later include multiple database targets required for clustering mode.
