Iss2434 - Remove 'Test Runs' from experimental features

Why?

Refer to galasa-dev/projectmanagement#2434.

Removes the 'Test Runs' page from experimental features.

Changes

• Checkbox removed from My Settings page.
• 'Test Runs' button is always visible in the page header.
• Results Table Page Size setting is always visible in My Settings.
• Unit tests test that 'Test Runs' is visible as default and experimental features tests refer to the 'Test Run Graphs' feature which is still experimental.
