Adding support for Angular 12. Updating tslint to eslint for Angular 12 support. Cleaning up some linting errors (a lot of them still remain). Updating to newer version of angular packaging for v12

carousel.module.ts should be static forRoot(): ModuleWithProviders<MatCarouselModule>
