What changed

• Updated Regions webhooks versions from v2.4.0 to v2.4.1 for stack files v2.1, v2.2, v3.0, v3.1, and v3.2.
• Bumped the regions chart from 3.10.6 to 3.10.7.
• Bumped the formance chart from 1.13.3 to 1.13.4 because it depends on regions, and refreshed charts/formance/Chart.lock to point at regions 3.10.7.
• Regenerated chart README files and the root chart index.

Validation

• env DOCKER_CONFIG=/tmp/codex-helm-docker-config HELM_REGISTRY_CONFIG=/tmp/codex-helm-config/registry.json nix develop --command just pc

Note: the local shell did not have just directly available, so the requested just pc workflow was run from the repository Nix dev shell. The recipe emitted non-blocking GITHUB_TOKEN/helm-login warnings, then completed successfully with all charts linted/rendered and 0 issues.
