feat: add plugin manual upgrade action#3052

The plugins settings page can now trigger the backend's manual upgrade endpoint for local plugins. Add an Upgrade button guarded by RBAC, confirmation before restart, and success/error feedback that refreshes the plugin list. Remote/agent-owned plugins are disabled because they must be upgraded on their owning agent.

Settings now lists runtime plugins but had no way to trigger the new manual upgrade endpoint.
Add an Upgrade action for local plugins that calls
POST /api/plugins/:name/upgrade, confirms the restart beforehand, and refreshes the list after completion. Remote/agent-owned plugins stay disabled because upgrades must happen on their owning agent.
