chore(renovate): onboard repo with dependency dashboard

What

Onboards openframe-frontend onto the org's self-hosted Renovate, mirroring the conventions used across flamingo-stack repos.

Config

• npm — default-deny: everything disabled except @flamingo-stack/openframe-frontend-core (own group, prPriority 10). Same policy the monorepo applied to the frontend.
• github-actions — single github actions group with minimumReleaseAge: 3 days.
• Top-level settings (prConcurrentLimit, rangeStrategy: replace, commit message format) copied from openframe-saas-tenant for consistency.

After merge

On the next runner cycle Renovate opens a Dependency Dashboard issue here. First pending item will be openframe-frontend-core 0.0.423 → 0.0.424 (already on npm). The dashboard decorator picks the issue up by title automatically.

Pairs with the runner PR in flamingo-stack/renovate — neither does anything without the other.
