DOS-1470: add judge score handler tests

Closes DOS-1470

Adds handler coverage for successful judge score listing, empty score sets, invalid IDs, missing tasks, and cross-workspace 404 isolation.

Tested:

• go test ./internal/handler -run 'TestListJudgeScoresByTask' -count=1

Note: go test ./internal/handler is currently blocked by unrelated daemon-register failures in the local database schema: ON CONFLICT has no matching unique constraint.
