Building off of filmak's develop_12 branch. Quick fix to get SCuM UART TX to passthrough the nrf52840 to the terminal. Includes first update to REAMME

Built off of filmak's develop_12 branch. Slight modifications to scum-programmer.c to get SCuM's UART TX to pass through the dev kit. Renamed test_bootloader.py => scum_nrf_programmer.py with modifications to read and print incoming messages from dev kit. Includes updated README.
