Adds archive context and ignore rules for local notebook/Python artifacts while preserving the original assignment instructions. Constraint: Public portfolio cleanup must avoid fabricating live scraper/API behavior. Rejected: Rewriting legacy integrations | higher risk than documentation and hygiene for this pass.
