Replace hardcoded /home/eveselove/agentforge/{skills,pending_candidates}
defaults with a $HOME-based helper (home_agentforge). Identical on the prod host
(HOME=/home/eveselove) but portable + creatable elsewhere (CI runners), removing
the user-specific hardcode behind the promote copy-test env dependency.

Removes hardcoded /home/eveselove/agentforge/{skills,pending_candidates} defaults in favor of a $HOME-based helper home_agentforge(). Identical on prod (HOME=/home/eveselove), portable/creatable on CI runners. Off current main (0979811). task 7894af1c
