HA-006 stays in_progress. The ops-side automation that WAVE-20260722-02 listed
as "not yet implemented" is now implemented and locally validated:

- age secret-delivery trust chain (target-owned recipient encrypt, local decrypt;
  control node never handles plaintext), hermetic round-trip 6/6 green
- standalone restore.yml (gated, no writers, no cred transport in ansible)
- deploy_phase allow-list (restore + typos fail closed)

Recovery topology converges from a manual, comment-level juicefs config into an
explicit prepare -> restore -> serve.

Deferred: restore.yml + vm-* end-to-end on a real VM. This automation environment
blocks even read-only SSH to the drill VM, confirming "transport to a third-party
VM" is an execution-environment policy, not a code-solvable gap. An authorized
operator must complete ciphertext transport + vm-config + drill mount + reboot
gate, then backfill ops docs/ops-004-rehearsal.md. HA-006 stays open until the VM
FUSE/reboot evidence exists.

Collapse the sprawling HA/DR plan to a short, automation-first plan: one command
brings up a machine, one simple validation, one command to replace the old node.
Drop candidate read-only drill mount, mandatory reboot re-check, per-layer hash
evidence, and the three-step age credential ceremony. Update improvement-plan
cross-references.
