test(ci): prove pristine v1.6.10-rc.19 floor

Closes #42 only after the recorded evidence gate is satisfied.

This is an evidence-only draft PR for Sprint 0 R03. The application source begins at the peeled v1.6.10-rc.19 commit d43c479ac58c18d397958f48a99465d6c3110b1d. The base adds one validation-only change to .github/workflows/ci.yml so its pull_request entrypoint accepts this isolated evidence branch; the head differs from that base only by an empty commit, so the PR diff is empty.

Purpose: run remote cross-platform CI against the pristine RC19 application tree. This PR is not intended to merge. It does not patch or mask the known RC19 manifest-version failures tracked upstream in GitNexus abhigyanpatwari#2445, and it does not touch fork main, package publication, runtime, or any live index.
