Make blackbox dashboard sections consistent#274

Remove the global group filter because the dashboard is organized around fixed probe-type sections. Keep one routed HTTP target selector for drilldown and make overview, routed, DNS, and connectivity panels use consistent scope so selections no longer imply behavior that panels do not follow.
