Repair turbo encabulator implementation

Summary

• replace the invalid TypeScript-like Python stub with a deterministic turbo encabulator domain model
• add spurving path validation for finite 3D coordinates, direct-line fan alignment, collapsed segments, and long jumps
• add anti-grunching, dingle-arm repleneration reduction, synchronization reports, and warning paths for misconfiguration
• cover the new behavior with focused Python tests
