Cuts over the 1.21.0 pre-release line to the new beta naming. Consolidates the rc2 + rc3
WHATS_NEW/CHANGELOGsections into a single[1.21.0-beta-1](the full 1.21.0 story), using the user-approved highlights. No code change; the-beta-Nscheme support landed in #54. After merge: tagv1.21.0-beta-1, publish the prerelease, then retire the three v1.21.0rc* releases/tags.
