We initially implemented `U24` because it's defined by TLS presentation language ([1]). Several years later, we have never used this type anywhere in draft-irtf-cfrg-vdaf or draft-ietf-ppm-dap, so we can remove its implementation. [1]: https://datatracker.ietf.org/doc/html/rfc8446#section-3.3
