Highlights this release:

• Render + burn-in: dc2img --apply-gsps / --apply-sr / --apply-seg / --apply-rtstruct burns presentation markup, SR measurement regions, segmentations and RT contours into the rendered frame (agent vision).
• Authoring: RT Structure Sets and Tractography Results (mktract), plus measurements/statistics.
• Conformance: dcmvalidate gains the full element-level engine (VR, VM, enumerated values, SpecificCharacterSet, pixel geometry, LUT) on top of IOD/module checks.
• DIMSE TLS: BCP 195 cipher policy + hostname verification for SCU and SCP.
