Adds: scopes.jsonld

For different ongoing projects linked to DFC (Locavora, FDC, CQCM) we needed a way to represent different access levels on enterprise data and came with using OIDC scopes for that at the first step.

This taxonomy is the jsonld representation of the list of scopes which needs to be used when implementing support for the Data Permissionning module.

Thanks for raising this. A few observations:

1. We generally merge into nextTaxonomies branch. That's our dev branch, we form releases from there.
2. We edit taxonomies using vocbench, see here for pull taxonomy update procedure
3. I imported the rdf tile into VOCbench and there are a few issues:
   a. There is no topConcept defined
   b. The concept names see to have a colon (":") prefix 😕 (that's probably just VOCbench weirdness)
   c. Your conceptScheme does not contain a topConcept

If you can register for an account on vocbench, I can give you access to edit the project.

Thanks for the comments, thanks for the feedbacks! Just created an account on vocbench.
Noted for the branch, I will target that one.
