Feature/remove strict

Description

This removes strict from everywhere inside core. There is a companion PR which will also go into cucumber-ruby (V12)

Type of change

Please delete options that are not relevant.

• Refactoring (improvements to code design or tooling that don't change behaviour)
• Breaking change (will cause existing functionality to not
  work as expected)

Changelog has been added. upgrading notes not yet done
