If a user has a blank line in the subs.txt or users.txt file the program will crash.
Added a fix to check for a blank line, if found it is treated like a comment in those files, and skipped.
Adds a requirements file that has the current versions of the dependencies, sets those as the minimum version to use.
Updated the readme with instructions to use the requirements file
