This function takes the category-id of a segment and creates a colormap based off the cateogory colormap in 'panoptic_coco_categories.json'.
This removes the unused 'cat_id_map' argument.
This allows semantic segmentation to be an rbg png file based off the category colormap in the 'panoptic_coco_categories.json' file. Can be done by adding --save_with_color True.
This makes sure the user can continue to use the api with ease (without having to update). The definition of 'cat_id2rgb' is removed from 'utils.py' and put in 'converters/panoptic2semantic_segmentation.py'.

This allows users of the panopticapi to convert from panoptic to segmentatic segmentation with rgb-colored pngs. The color mapping is based off the 'panoptic_coco_categories.json' category color mapping. To convert with color, add the argument '--save_with_color True'. This only adds color if the user is saving to pngs.
