Add Environment Agency OGC API - Features dataset to catalogue

Not sure if this is convention but I was using a DEFRA api and just happened to compare it against this catalogue, as it was missing I figured I would make a small pr.

@OscarJohnsonn Can you confirm that the changes have been merged into the main branch? I didn't see them in the catalogue.csv. Can you please confirm?

No, as it was deployed from this branch but not merged. I do not have access for this. I will re-raise the PR
