feat: add lowestToThirdRatio to cast explanation (CCCCCCCCC)

Closing as metric bloat. This is the third attempt to land lowestToThirdRatio (#745 was previously closed as bloat by PR #752's cleanup). The cast explain object already has 120+ statistical fields across 2399 lines. 7 prior HARD STOP entries on the driver board prohibit new metrics until human provides new workstream direction.
