GCC and Clang emit the same code when for `a * (1 << b)` and `a << b` so on these compilers the fix should be a no-op. fixes issue #336
Don't exit WaitCounter::wait_nothrow(), when an exception is set, because we all tasks to actually finish (or abort) when using wait_nothrow.
even when unlocking the BlockingBarrier throws the stored exception.
