The +97 second-wave models were merged (PR #116) under version 1.31.0, so the release workflow skipped (v1.31.0 already existed at the 2,004 state). Bump to 1.32.0 and split the CHANGELOG (1.31.0 = first wave/2,004, 1.32.0 = second wave/2,101) so a release is cut for the current main. No data change.

The second-wave Hikvision sweep (+97 models, 2,004 → 2,101) was merged in PR #116 under version 1.31.0. Since the `release` workflow skips when a release for the current `package.json` version already exists — and `v1.31.0` was already cut at PR #115's merge (the 2,004 state) — no release was created for the 2,101 state.
This PR bumps the version to 1.32.0 so merging it triggers `release.yml` to create v1.32.0 at the current `main` (2,101 cameras).
