Add encrypted Android recovery backup

Summary

• add opt-in, password-encrypted Android Auto Backup recovery envelope
• allowlist only the encrypted envelope for cloud backup and exclude device transfer
• refresh the envelope when the seed or mint list changes
• add setup and restore flows in Security Settings and Restore Wallet
