Detects idle Linux runners carrying the harn-ci-big label (workers explicitly sized for multi-gigabyte build+test workspaces) so callers can route heavy lanes there with the same busy/offline overflow semantics as the existing per-OS outputs.

Adds a fourth probe output
linux_bigreporting idle Linux runners carrying theharn-ci-biglabel (currently tornadough-w1 + cattrick-w1, hand-picked for cores + disk headroom). Same fail-loud overflow semantics as the existing outputs: busy, offline, or unprobeable pools report false and callers route to hosted runners.
