PROJECT MANAGER DOES IT BETTER

I noticed that my home grown project management functionality was not 100% compatible with ProjectManager. The issue was that sublime needed to be restarted for new projects to appear in the list.
This release removes the custom project management stuff, and adds the option to let ProjectManager handle it instead, since it does it much better, also simplifies the code.

Added Command Palette commands

Added command palette commands for editing settings to comply with requirements for submitted packages to package control.

HELLO WORLD

this is the first release of this package.
There are no bugs or issues that i know of, but i have only tested this on Arch Linux.
