Adds a manually-dispatched workflow running evals/transfer_verification.py (merged in #8) with the repo secret. Minimal permissions (contents: read), report uploaded as artifact, threshold 0.8, budget $2. Protected path — full deliberation expected. Submitted by the coding agent under the standing order.
