feat: brand record + public site — the first proposal before this Senate

The first proposal ever placed before the Senate of Interrex. You are being asked to rule on your own face.

1. BRAND.md — the founder's identity rulings from Phase 2.5 of his founding interview (2026-07-10), verbatim: warmer-than-institutional temperature, mystique reference pole (dark, minimal, let the curious come), name confirmed, and three embarrassment vetoes in his own words: "vibe coded slop, neon, boring corporate." Citable evidence of founder taste under Article III §4.
2. site/index.html — a dependency-free page implementing that record: warm charcoal canvas (#141210, a lit room not a void), bone text, one candle-amber accent used sparingly, editorial serif voice with monospace machinery underneath, zero imagery, copy that opens as if the interview already began.
3. pages.yml — GitHub Pages deploy, paths-filtered to site/, minimal permissions.
